Plenary panel: “Political public for the development”

Honorables members of the table, considered authorities of Gobierno and members of the international community, considered panelistas, Señores and ladies, Is a pleasure to participate in the inaugural session of this forum on public policies in Mexico. He himself is a shared effort of 5 multilateral organizations and one Mexican academic organization, which in itself aims at the will to summon diverse points of view and a plural participation, this is simultaneously the objective of this encounter: to facilitate the dialogue between the different sectors: executors, analysts, and subjects of the public policy, a dialogue that helps to surpass defensive positions to construct propositive agendas. The fact that more than 3.000 people they have registered to attend this colloquy shows the enormous interest still more and: the necessity that there is in Mexico to mainly open spaces of public dialogue not only on the diagnosis but on the solutions and therefore on the public policies. A great Latin American thinker, Raul Prebisch, reflected on the development with an apparently simple question: “ Development, development so that”. He himself responded saying that “the objective of the development is to integrate socially to the great masses of the population that have been left back in the process of economic development. If this is not obtained, the development is incomplete and unjust”. The development in Latin America continues being incomplete and unjust. It is why in a recent article when describing to Latin America I say that if Latin America were a person it would diagnose a bipolar upheaval to him. She would be a person who would go to the elections to vote, but would have serious doubts on the electoral promises. It would receive a primary education, but this single one would allow him to work in the submerged economy or informal, it would work much, but still delivering its better attack it would not enjoy the security of a pension and its income, as soon as they would get to cover the basic necessities with its family and with luck the expenses in health. It is why although there is more democracy, an important part of the population questions its capacity to improve its conditions of life. It is why although last the four years we have lived the best years on growth from ochentas and a healthy enough growth: with low fiscal deficits and less external indebtedness, in the 2006 as soon as we managed to surpass the levels of 1980 poverty, and it is why although important economic reforms have been made, the region it has remained back with respect to other regions, specially with respect to the rest of the developing world that are growing more quickly than we and its growth is of better quality: with high competitiveness in the international markets and a greater technological component. The political, social and economic consequences of last the 25 years are different, and for that reason depending from where we are stopped, we counted different histories on the occurred thing, provoking questions of vital importance on the relation between democracy, development and policy. The game between this three poles draws the profile of a fragile but obstinate region, whose future will depend on its commitment and its capacity to solve these paradoxes and to obtain that the democracy and the development work for all. These same challenges face the Mexican reality, I will talk about quickly to three of them: b 1. The challenge of the combat to the poverty and the inequality.
