Cinco asuntos para las agendas municipales

Ante el círculo pernicioso que generalmente se da cuando se violentan los derechos humanos (incluido el derecho a un medio ambiente sano) y que incluye: abuso de poder (político y económico), inequidad y desigualdad (en la gestión y aplicación del marco legal) y la impunidad resultante; propongo cinco puntos a considerar en la discusión ciudadana para generar cinco líneas de acción – investigación que gestionen un medio ambiente sano.


Básicamente se fundamentan en cinco conceptos que pueden ser trasladados a otros derechos humanos, a saber: 1.- Ante la ignorancia científica de los tomadores de decisiones políticas y económicas críticas, que tienen repercusiones en esos ámbitos y en los sociales, culturales y ecológicos desde los municipios hasta los planetarios el derecho a la información (argumentada y/o científica) y colateralmente, el derecho a un desarrollo sustentable no se pueden cumplir cabalmente; invitar a expertos regionales a participar en la gestión sistémica del área. 2.- Frente al analfabetismo funcional en el que vivimos la mayoría de los ciudadanos, gestión de la información y el conocimiento ciudadano. 3.- Consecuentemente a los puntos anteriores, promover la generación del marco legal e institucional en torno a legisladores con ignorancia científica y legislados mayoritariamente con analfabetismo funcional, crean un cuerpo legal e institucional endeble. 4.- La puesta en práctica de acuerdos internacionales en el ámbito local, en concreto, aplicar como guía, los puntos de la carta de Ñuñoa...5.- La generación de agendas locales o municipales, a partir de centros de educación, investigación, comunidades rurales, colonias urbanas, barrios, y organizaciones civiles, en el caso de lo ambiental, es un compromiso y una obligación.

Five items for the Local Agendas

In front the pernicious circle that occurs generally when force the human rights (including the right to healthy environment) and that it includes: abuse authority (economic politician and), inequality and inequality (in the management and application of the legal frame) and resulting impunity; I propose five points to consider in the citizen discussion to generate five attachment lines - investigation that manage healthy environment.

Basically they are based on five concepts that can be transferred to other human rights, that is to say: 1. – In front the scientific ignorance of the takers of political decisions and economic critics, that collaterally have repercussions in those social, cultural and ecological scopes and from the municipalities to the planetariums the right to the information (argued or scientific) and, the right to a sustainable development cannot be fulfilled exactly; to invite regional experts to participate in the systemic management of the area. 2. - As opposed to the functional illiteracy in which we lived most of the citizens, management of the information and the citizen knowledge. 3. - Consequently to the previous, to mainly promote the generation of the legal and institutional frame around legislators with scientific ignorance and legislated points with functional illiteracy, they create a legal body and institutional structure. 4. - The putting in practice in international agreements in the local scope, in particular, to apply as guide, the points of the letter of Ñuñoa, Chile. 5. - The generation of local or municipal agendas, from centers of education, rural investigation, communities, urban colonies, districts, and civil organizations, in the case of the environmental thing, are a commitment and an obligation.
